How to manage multiple network connections on Windows 7?

I have two Ethernet cords going into my computer, from two different ISPs (Possibly a third one if I get wireless). One is shared by the entire apartment building and the other is just for our apartment. I want to use each network for different things.
For example I might use the first connection to download files and the second network to play an online game. How would I specify which programs use which connection in Windows 7?
